AB  - In nineteenth-century France, the prefectural body directed political life, ­combining the official words of the state with performance by their provincial elites. From Bonaparte to Guizot, public speech was monopolised by the prefect, alone in charge of administration. The rise of parliamentary life and decentralisation diffused public speech, shaped by the rounds of the deputy prefect before the republican generalisation of the election of the mayor.
