The aim of this article is to consider this relationship from the standpoint of the Great War’s historical relevance. Insofar as the Belgian internationalist legal theorists from the 1914-1918 period are particularly representative of this ambiguous relationship, they will be used to illustrate how the practice of international law does or does not imply its original pacific ambitions.
