- Abstract: The paper analyses the concept of enabling environment in the domain of development economics from a diachronic perspective. The analysis, which is based on a reference corpus, highlights the need for a conceptual framework consisting of preexisting concepts such as “sustainable development”, “capacity building”, “extension” or “empowerment”. These concepts yield insightful information about the concept of enabling environment. The ambiguity and metaphorical nature of the term are analysed and illustrated in context, as well as its various equivalents in French.
