• Abstract: Officially, the East German Volkskammer was the highest organ of the GDR ­people’s democracy; actually, this institution had to negotiate her ­concrete functions with the SED and was largely dependent of the international ­context. By studying the way the SED succeeded in casting the Volkskammer out of the political decision making process and move it towards other areas of activities, this article raises the question of the notion of “socialist parliamentarism”.
  
  Wenngleich sie ofziell als höchstes Organ der ostdeutschen Volksrepublik galt, waren die Kompetenzen der Volkskammer in Wirklichkeit Gegenstand ständiger Verhandlungen mit der SED und in großem Maße von der internationalen Lage abhängig. Die Methoden zu untersuchen, mit denen die SED die Volkskammer erfol- greich von der politischen Entscheidungsfndung fern hielt und ihre Tätigkeit in andere Bereiche lenkte, führt zum kritischen Hinterfragen des sogenannten ‘sozialistischen Parlamentarismus’.
