- Abstract: The parliamentary Francophony was born in the 1960s, of the will of African personalities. The ambition of origin is to build a kind of Commonwealth asked to promote the French-speaking culture within member countries and in the international institutions. As these objectives are reached, a political dimension gets free. Its peculiarity ensues from its democratic legitimacy and its ambition is to favor the dialogue of the cultures and to convey values of universal reach.
