- Abstract: The tribune of the people, routinely fiery and unruly, Philippe Séguin renewed and adapted the Parliament to the majority. If the 1997 dissolution cut short his mandate, he made his mark in the organisation of parliamentary work with regard to the unique session, the reservation of parliamentary examination, and expertise and control. Omnipresent in commissions, “neither deaf nor dumb”, active with regard to international opportunities, his conceptions had a legacy in the 2008 constitutional revision.
