• Abstract: The plena postestas and its use by governments have been the subject of a controversy between Elizabeth Brown and Gaines Post. Post has shown its full potential in terms of public law and the broad use that governments were able to make of it. Brown focuses on the sources of the practice, highlighting the mastery of techniques of representation by the government. She has also provided a fresh way of understanding medieval assemblies.
